I mentioned this "missing link" between output intents and ICC Profiles
some one and a half year ago in the ECI mailing list. Maybe with FOGRA39
and CS3 one should jump at the chance and fix it.
Hey, Adobe, ECI, ...: how about taking a look at

Maybe it looks a little bit like bungling, but it could speed up
things enormously (because there is no need to change the specs):
Why not just using the existing manufacturer and device tags? Just
Register a "generic" manufacturer like "ROC_" ("registered output
condition") and map the registered Characterization Data ("FO39" ...) to
the device tag?
... and if you are already at the registry: what about a XMP tag? XMP
could establish a clean and eXtensible way of storing arbitrary metadata
in ICC profiles like infos about black composition, gamut mapping,
references to ISO standards, more intuitive, localized descriptions
(welcome Peter), (links to) manuals (welcome Rolf) and measurement Data
in XML (welcome Gretag/Xrite -- is CxF still alive?)
