1% of 255 RGB is 2.5. So if you are concerned seeing LESS than 1% shift then you need a monitor able to distinguish between 0 - 3.
2% would be about 5. So you will need to be able to distinguish between 0 and 5 to have 2% compression in the shadows.
Even 2% is pretty miniscule unless you are targeting your shadows for less than 5, 5, 5 which NO print process will be able to resolve detail in the shadows anyways.
I use a 5% (13, 13, 13) (242, 242, 242) guide for targeting highlight and shadows which allows any good calibrated print system to resolve detail in those extremes.
So if my monitor can't resolve between 0 - 3 then it really is moot for me. Possibly not for Andrew.
