This discussion is making my laugh really hard. I recall starting to learn about color management the first day a digital camera came through the front door of my studio. I recall it being a very steep slope. The other thing I clearly remember, (some of us have been doing this for a very long time) is that it was years, yes years before I met a printer who ever let the words color management pass through their lips. The other thing that I noticed immediately was that now that I was the scanner operator, it really didn't matter what was wrong with a particular job, only that it must be the clown with the digital camera. Learning that dynamic very early in the game convinced me to handle as much of the process as possible. Doing the conversions turned out to be the best insurance I could have purchased. Helping clients select stable printers became a valuable tool for getting and maintaining clients. No doubt there are plenty of photographers who have not stepped up to the plate regarding color control but it is fair to say that many photographers were embracing, learning and using color management to fine tune their product long before the print community even noticed. RGB workflows, jeez what a great idea. I think that happened here sometime around 1996 or 1997. I meet printers fairly regularly who are still debating.
The truth of the matter is there are skilled practitioners in each of these disciplines. How a job proceeds should be based on the skills of the parties involved until everyone decides to get in the game.
