Yes, you definitely do want to convert the incoming CMYK file to your custom
press profile.

I'm not sure what your platemaking procedures are, but whatever application
you are using, you should convert all incoming tagged images to the press
profile.
Word of caution: first run a color proof of the what the file looks like
after the conversions, to verify that the final appearance is correct.

No. You would get the wrong results on your press if you did NOT convert
from Euroscale profiles to your press profile.
If there are issues with ink purity and/or one-color blacks, you can go one
step further towards accurate results by using a device link profile made
from joining your source profile to your output profile (directly CMYK to
CMYK without going through an XYZ or Lab PCS).
