Hi Ken,
Did you try Basiccolor Display ? The lastest version has an option to
use different CIECAM02 viewing conditions. I'm using to get better
screen to print matches. I'm using "CIECAM02 dim" to reduce the monitor
midpont tone to better simulate the print on the paper. In your
workflow, you probably have to select a "reference" viewing condition
and adapt all the pieces to it. This adaption can be done using
Basiccolor Display (for the monitor) or performing some adjustments in
gamma curves. Each different viewing condition can be obtained by a
different gamma cuve (or photoshop curve/level). The curve to go from
average to dim or from dim to dark is 1.25 and the gamma to go from
average to dark is 1.5.

As I said in my first message, I believe the only truly correct solution is
to use a color appearance model to account for the different viewing
conditions. But short of that, I was hoping that others might have dealt
with this somehow using currently available tools without relying totally on
manual editing.
