What's the best CMYK profile to convert my RGB files to for a to-the-
standards, GATF Mark Andy?

Flexo printing, by nature is a wild animal to control. Ask the printer to supply a profile from their proofing device. Convert to that device. It they can't match it, then that's their problem.
