GATF is not a standard. But I sense that you know that isn't either. SWOP
and GRACoL are printing specifications for web and sheetfed offset
respectively. And there is nothing that prevents flexo, silk-screen or any
other print process to aim for the same CIELab values as SWOP and GRACoL. As
a matter of fact, the FTA has embraced the G7 method and encourages his
members to print to the GRACoL2006 numbers.

Sure, flexo is not offset.
