A proofing device IS a simulation of the final run, unless your final run is on said proofing device. Trying to profile a Flexo device is pretty insane from my experience.

What this mean "being calibrated to GATF standard" for a flexo printer?

It basically means lying to the customer.

Is it because they already printed the GATF test form and calculated the dot gain from it?

GATF / SWOP / GRACOL are standards for offset printing. Flexo is not offset.
