Having their customers throttle back the colour themselves and thereby
reduce their expectations takes a lot of weight off their shoulders
too. If they sent RGB they would expect RGB back. At least CMYK gives
them the opportunity to improve on what the customers submit.

Because many of them (a) simply refuse on principle any need to
update their
services to include color-managed techniques and (b) want to keep
alive the
belief in their own indispensability, as well as the income stream
