Robert,
I wanted to look at your files because I had never used the scanner
module in PMP.
I was able to reproduce your problem and characterize it.
It appears you hit an interesting bug/feature in the PMP interface
and target location routine.
This bug/feature bites if one crops to the core of the chart,
according to the printed crop marks.
If one does this, the recognition routines fail silently, but one
gets visible feedback of the issue:

In order to get the recognition routines to work properly on this
chart it is necessary to crop below
the bar of neutral values even though this does not appear to be part
of the chart. Follow the example
which is shown by pressing the "Example" button.
One then gets a correct chart recognition:

Your problem illustrates how useful visual feedback is in this type
of interface, and how useful it would be
to have a diagram of the example appear spontaneously in the dialog
interface, rather than only on demand.
