Found part of my answer under the Bridge Advanced Preferences in a check box
called "Enable Color Management in Bridge" -- too bad it appears to be
turned off by default :(

It seems that embedded profiles are honored but it isn't clear what happens
to images that don't have embedded profiles? The logical thing would be for
them to take on whathever default working spaces are selected under Creative
Suite Color Settings.
