This is a huge topic, but basically most of these drivers were
designed to be all-inclusive proprietary color management systems,
and we're trying to adapt them to an open-standards, ICC-based CM
workflow. Some manufacturers understand this and give clear
instructions on how to turn off their own CM, others don't. Yes, it's
partly about marketing--the need to sell inexpensive printers to
people who want passable color with a minimum of trouble. This is
less of a problem with professional-grade printers (though even here
there are issues), and it's reasonably assumed that more demanding
users accept the need to spend extra money for a better printer,
study the instructions, make some profiles, and in many cases buy a RIP.
Maybe part of the problem is the expectations themselves. We demand
not only accuracy but simplicity. But think what this means. We live
in a world where there is usually no tangible original content to
match and everything is communicated with color numbers that require
ICC profiles to interpret correctly, is viewed on radiant displays of
all kinds in every sort of setting and printed on all sorts of
printers and paper, the results of which are displayed in every sort
of light. And if anything I'm simplifying the description of the
problem. The fact is we have the tools and standards currently to
address all of these issues, and this is a huge achievement. But it
requires at a minimum quite a lot of specialized equipment and
attention to procedures, which make by comparison the problem of
turning off color management in a printer driver a pretty trivial
one. Not that this is much comfort...

The software instructs you somewhat generically
to turn off color management in the print dialog
when printing the target sheets, but gives no concrete
details on how exactly to do that.
Because this is industry-wide problem: interferences
between OS-Application-Printer Driver; because
of pride, politics, and marketing. :(
