Probably. If you go into
desktop properties->settings->advanced->GEForce 7900GS->Additional Properties->Color Correction
there are a bunch of controls.
As an aside, when Windows starts up the Start bar and Start button looks
the normal colour initially and then changes to a really rich blue and
green suggesting that something is being loaded as Windows initializes.
Perhaps the Nvidia "Digital Vibrance" is turned up ?
Or perhaps there is some other "enhancement" program
that is running in the background.
