The three reference illuminants used by the DNG Profile Editor are A, D50, and D65. D50 is used in the special case that the user asks to build a profile for "Both Color Tables" in the Chart Wizard tab. So the closer the actual illuminant is in spectra to one of these 3, the better it is when scene-referred colorimetry is what you're trying to maximize accuracy over.

Not if you're planning to shoot regularly under those lighting conditions!

The halogen lamp should be. I don't know what the characteristics of the flash are, however.
