Regarding the first point (standardize color across cameras): ok, but this is a bit like standardizing color across printers: possible to reproduce colors the same way across printers, as long as you are restricting yourself to colors that lie within the intersection of gamut volumes across all printers.
Regarding the second point (across raw converters): DNG 1.2 spec is a step in this direction. The entire color processing model is documented and any raw converter that uses DNG 1.2 profiles will the DNG 1.2 processing model will produce the same colors.
(BTW, I'm sure you're aware that standardizing color across cameras is a major uphill political battle that is likely unwinnable.)
