Yes, Martin. Stochastic Screen is a completely random pattern, not a set
angle. So moiré problems are a moot point. Be aware, however, that there are
"faux" stochastic patterns in various consumer level software packages that
use fixed angles, however any professional printer would not be using these.

We use stochastic screening (20µm) when reproducing old comic books.
The old original screening is visible, but no moiré.
