Ken,
I would think that the rendering intent would be specific to the profiles used in the color transform. Or, more to the point, to the relative color gamuts of the color spaces involved. If you were sending RGB files to me, I would automatically use a Perceptual RI on them, because I expect the gamut of the RGB colorspace to be larger than the gamut of the press.
Are you proofing to any printing standard, or are you going directly from RGB to the colorspace of your proofing device? If it's the latter, then the printer is having to compress the gamut of your imagery significantly more than you are.
