If I remember correctly, there was a color settings wizard in Photoshop
5 or 6. It asked thinks like "where do you live?", "what are you doing?"
at the first launch and set up the appropriate color settings. It didn't
improve the situation substantially as many users tried to "zap through
it" or get rid of it as quickly as possible.

To speak frankly, I can't understand why CS4 still uses FOGRA27 for the
European color settings even even though it's outdated for two or three
years now. FOGRA39 has been released in December 2006, the ISO 12647-2
amendment came into effect in April 2007. Already CS3 included a FOGRA39
profile, but there's still no color setting that makes use of it.
