I see your point, but I'm afraid it has little to do with whether or not a prepress department is competent, or behaves competently.
In the instance I brought forth, it's not because of the lack of fully-automated workflows that these people clearly don't know the first thing about ICC workflows, what they are, how they work and the proper terminology to describe their dynamics.
As a person grounded in cybernetics, your interest lies in self-regulating systems and their mechanisms. As a production specialist with practical knowledge of digital color and ICC CM, mine lies in clear communications and effective techniques that match the intended use for a set of images and artwork.
When I encounter such a mix of dismissive and confused attitude as the one I detected in the prepress people I described in my message, I wonder how it has come to be that they still live in 1995 or earlier, ostrich-like, when it's 2010 already.
