Tim Grey was involved with Microsoft's Digital Photography outreach.
Micheal Stokes and Michael Burgoin were in charge of color management.
After Vista the color team was pared down to just a couple of people,
which is where it stands today.

As I understand it, Microsoft left the ICC over concerns about
implications
it might have over their patents, and re-joined when they convinced
themselves
that it was OK after all. Whether someone is a members of the ICC
has not a lot
to do with implementing ICC compatible color management though.
For example, the monumental innovations in color management that were
supposed to rock the world with the introduction of Vista (yes,
remember
Vista...?) appear to have fizzled spectacularly.
It seems that Microsoft delivered an innovative color management
system
that has backwards compatibility with ICC. It's success beyond that
depends on the enthusiasm of others. If other people are currently
content
with ICC, and cross system compatibility is important (and it mostly
is),
then it's not a great surprise that it hasn't set the world on fire
yet,
and may never do so. At least they had a go at it.
