It does with when using applications that use the old printing path or when drivers are not written correctly for the new printing path. X-rite software uses the old printing path so that is why you use Epson Color Controls and No Color Adjustment.

Epson profile are fine and probably yours too, it is the double profiling that is the problem.

The basic workaround for old drivers in SL is the find what profile the driver is converting to and assign that in PS and use PS manages color with that same profile. But before you do that assigning, if you're printing a color managed print, convert it to the paper/printer profile in PS. If you're print an unmanaged target only do the assign.
Note: With the old 9600 drivers I found sRGB to be the profile that was used when the conversion was also done in the driver. Also Epson did release driver version 8.19 for the 9600 that works correctly in every way with CS4, maybe they will at sometime release a new driver for your printer too. Check the Epson's European site.
