Hi Martin, let me see if I can clarify and support my statement.
The icons are being made by Photoshop – all but one. In Photoshop CS6 under Preferences > File Handling, there is a check box for Image Previews. When a user selects Always Save, then the check box for Icon is also selected. (It used to also include Thumbnails and Full Size.)
In my example image the top row has Icons all made by Photoshop and all are the same but they are all wrong and incorrect, even my original image. Since EktaSpaceRGB is a relatively large color space Photoshop is doing something incorrect when profiles are assigned to an image. All the generated Icons have the same Flat mis-assignment of some smaller gamut profile.
In the bottom row the only Icon Made by the Finder is the one in the bottom right corner, that is the only Icon with Correct Color. I turned off the Preference in Photoshop to build the Icon for that file.
The other 3 Icons in the bottom row were also made by Photoshop and yet are still not correct. Each of those 3 files that were converted do show differences, and the Finder is reading the Icon made by Photoshop and the Finder is showing the differences – there are a slight differences in highlight or quarter tone areas, hue and saturation changes, and a darker density.
Seven Icons made by Photoshop, all incorrect. One Icon made by the Finder that is finally correct.
Perhaps John Gnagey, if he his around, could comment on the Finder/ Operating System and how they access image Icons, but based on my visual test it does appear the Finder is simply reading the Icon written by Photoshop.
