In theory? Absolutely.
The problem is all of our file formats clip highlights at L*=100. That severely limits our tools and their ability to do what you describe.
What we need are files stored in XYZ (or some other absolute) color space -- something that wouldn't be difficult to do, since the camera records exposure information and therefore absolute luminance. And, of course, we'd need tools that know how to work with those files.
They'd also either have to have a very high bit depth or some sort of meta-tag. Off the top of my head, just starting with our standard file formats but tagging each pixel with the EV the camera was set to might do the trick.
