I don't understand the question or issue.
ACR can't open a PSD that's true. It can open raws it supports and JPEG and TIFFs.
ACR can't save anything and never could (other than the metadata edits it applies inside some files). Once ACR is done, the rendered image is now in memory inside of Photoshop proper. You can then save as a PSD of course. Or better I'd suggest, a TIFF.
