I can't say this often enough or loud enough: You should present your
hardware as it is without faking anything.
If it doesn't have a volume control, please don't put a fake one
there. You'll save yourself the hassle of having to explain to your
users why it is there, but does nothing.

If you have a problem with how the System Prefs works, then you should
file a Radar bug. In this case, you don't have to because I filed it a
while ago. I can dig up the number if you are interested.
