Yes, I've had users run this test for me. The note off messages all show up in MIDI Monitor, but the occasional note just keeps on playing.

Incidentally, I've got a Roland A-70 which is a much-more-than-$200 MIDI controller, and have never ever seen a MIDI message go missing. :)
