Yes
On Logic, the automation "engine" may be activated in a popup menu. I
don't know how it works on the others sequencers. Is there any way for
the plugin to know that automation data are being recorded (ie that
the automation engine has been started or stopped)?
Not really... All the AU knows is its current parameter values.
