Why?
The only application I have come across that does this is Real
Media TM Player Center Pro Magic Edition (or whatever it's called)
on Windows and it's a really obnoxious thing to do.
I agree. Applications should set their own volume, *not* the system
volume.
In general, I fully agree.
That said, exceptions to the rule apply. In my case, the app is very
custom tailored for a customer, and without going into too much
detail, I think it is OK

If the customer wants their software on a bed of lettuce, then give it
to them on a bed of lettuce.
