I was working on the assumption that, since every MP3 file has a
beginning, it must be possible to encode with the "history window"
being of zero length, at the expense of compression efficiency.

Jens used the word "ideally" and also referred to a "clean slate",
which reinforced this assumption. I am, however, ready to have my
assumptions challenged?
