But if you are in the part of the application where you can still render and respond to external control, then you aren't in the "can turn off" mode.
For instance, AULab or Mainstage, don't make these optimisations because they are getting input from control sources
In a host app like Logic, you "know" if you are actively routing signals to a plug in or not - the user has to establish the session so that it is actively engaging that track in a rendering operation.
So, I'm not convinced we need it for that reason.
