I don't think that is completely correct. Mac OS X is able to decode ac3 streams, this is what happens when you play a DVD using the DVD Player app. However, I don't believe that this functionality is exposed to third party applications.

Does Core Audio allow me to decode AC-3 encoded data in Leopard? I
found this page which describes the audio formats supported. It seems to
indicate that it supports ac3 in Leopard or above, but also mentions that it
could not (by default) decode AC-3 audio to PCM in Tiger.
Any clarifications here would be appreciated.
