no, its up the host what it chooses to provide.

as a host author, i would note as a side remark that i don't find the
docs i've read on the meaning of the sample time component of the
timestamp parameter particularly clear.

You mean the mSampleTime field? The header states "The absolute sample frame time". AULab passes a value 0 at the first call, while Logic passes a value which is roughly the same after each start up of Logic (in my case around 13 seconds), so it seems to be related to the Logic start up time.
