I don't really get this "someone else's software" thing.

You launched Audacity.

You set Audacity to run at a certain sample rate.

Without a doubt if you're recording you want to record a a hardware sample rate, not have SRC in the chain. Same for high-quality playback.

The default use-case for any pro audio software is going to be to have exclusive access to the audio hardware and for the user of that software to set the hardware sample rate on a per-project basis.

You don't want any other software messing with the hardware configuration while the DAW is running, and you do want the DAW to be in full control.

Sample rate is a property of the playback source not of the OS.

Maybe this contradicts your expectations but I can't see any logical reason for seeing it another way unless you just want everything to "play nice together" without guaranteeing anything about the current hardware configration.

Just my two cents.. clearly I'm in the minority.
