I filed a bug with apple about this a while back. It was quickly (and
quietly as has been discussed on either this or some other Apple
mailing list recently) marked as "closed/duplicate." I tried
reinstalling the BSD SDK several times when this happened to me.
Nothing seemed to work.
However, when Apple was nice enough to send me the 10.3 CD, upgrading
seemed to cause the problem to go away--at least for me.
