X11 libraries for fortran?

Hi there,
I'm porting a fortran applicaton from openVMS to OS X,
and its include has something called
"sys$library:decw$xlibdef", for ploting. Anyone knows
what is it and what's the corresponding library in OS
X, or Linux?
I googled it but got no clue. Thank you very much for
your help!
