Sorry, the reduce setting will have no effect on any intel cpu (only g4/g5). In a future release the pmset man page has been updated to indicate as much.
As the software power management dude, my official response is that there's no way to slow down your CPUs. Unofficially, there's still no way to slow down your CPUs.

I'm on a G5, but hopefully it works on the new Intel Core's too.
Barring that, you could try disabling one of the core's. You can do this if you install the CHUD tools, which adds a System Pref Pane, called "CPU".
