Perhaps I was thinking OWA was a requirement for Entourage to connect to Exchange 5.x (which we still use)

Entourage doesn't require OWA. It can use it, but doesn't require it. Entourage works just fine directly connected to an Exchange server.

Both Mac Mail & MS Entourage) require Exchange 2000, IMAP, and Outlook Web Access.
I don't know about the AF, but I know OWA has been turned off by DA directive.
