CTO stands for certificate to operate. ATO is authority to operate.
Each command might have its own lists. In the Air Force, getting a CTO
is lengthy, even for tame stuff. Lengthy as in months. Good luck. I
can't even get an "interim" CTO if I want to use stuff on the
network. The full process is required.
