ATO is authority to operate. Each
command might have its own lists. In the Air Force, getting a CTO is
lengthy, even for tame stuff. Lengthy as in months. Good luck. I can't
even get an "interim" CTO if I want to use stuff on the network. The
full process is required.
Welcome to the world of DIACAP. I will note that my sponsor recently
got a package accredited in a couple of weeks, but that was for a very
simple tool with no server components. So YMMV, depending.
