I'm not disputing the policies; I'm saying they don't reflect reality
re: signed code implementations.
The issue isn't the cost of obtaining a new cert, but rather the cost of
re-deploying *otherwise unchanged code* simply because a code signing
certificate expired.
Remember, not all signed code is web-delivered.
