When you turn the Contacts app sideways, it takes the full screen (two pages across). The behavior in landscape mode is due to the design of the app and its need to display both the list and the contact info simultaneously; just a design decision, nothing more. It's likely that the Apple-incuded apps (like Contacts) will be rewritten to better utilize the iPad screen as times goes on. Major apps like Mail and Safari already work very well.
Yes, all devices in the store are running on Wi-Fi (that, and there are no 3G iPads yet).
Any app that is an "old" app not yet optimized for the iPad's screen has a little "2x" button in the corner that makes it use the full screen size. That said, it doesn't look pretty. Native iPad apps are where it's at.
