I use Leopard Server in VMWare Fusion on a regular basis for
development... it does not run as fast as windows guest machines, but
it is functional... I keep various versions of XCODE in different VMs...
I think it has to be server though, if Snow Leopard standard will work
under VMWare I'd rather use that than server... so if you CAN run a
non-server Snow Leopard in VMWare, let me know :)
