If I have some free time, I might try rebuilding Lion server to see what is actually downloaded. There might be a method to capture all the downloaded software and build a complete Lion client/server installer on a USB drive. Of course, we need to remember that all of this is licensed software and we have to abide by Apple's rules for distributing the software.
