I don't disagree with this, but does Google do this? (particularly for things they're pushing on the Federal marketplace, like Google Docs)
Of course, this in some respects begs the question whether device (or more accurately OS) manufacturers are held to a different standard than applications providers. But the "move to the cloud" puts xxx-a-a-Service vendors more into the level of dependency that we'd associate with OS vendors than with application program vendors.
