Listen...indeed, like you, we "can't pay sales tax"...so we have purchased things without sales tax these ways:
- Via blanket purchase orders (usually for product, not App Store items)
- Via the App Store Volume Purchase Program (VPP)
- Via getting App Store Gift Cards
- Via the Apple Federal store
- When all else fails, using a government purchasing card, making the purchase, and then emailing email@hidden with relevant documentation to remove the tax
The last one ALWAYS WORKS, for ANY CIRCUMSTANCE, for ANY GOVERNMENT CUSTOMER. Is it "easy" or "should it be this way"? No, maybe not, but it works...and no, there is no law or regulation that says you can't make any purchase that has tax, even if it is removed later. As long as the tax is removed and reconciled with the original purchase, you are good by all law, policy, and regulation.
So, for the third time, this can be purchased via the App Store by putting a GSA SmartPay card in temporarily as the credit card, making the purchase, making note of the order number on the invoice that will subsequently be emailed to you, and then emailing email@hidden with that information and a photocopy of the front and back of the card in question with all but the last 4 numbers blacked out[1]. Done.
I do this all the time for one-off or ad hoc purchases, and it's like an extra 2 minute process. Seriously. Just buy it with your government purchasing card, and email Apple to have the sales tax removed.
