Is this a mpkg or a pkg? The thing is, the Installer ui will show
upgrade if a receipt for any of the pkgs are part of a mpkg are on disk
and being installed.
If this is just a single pkg, are you sure you deleted the entire
receipt for that package? You can do an experiment, temporarily rename
/Library/Receipts for the target you are choosing to
/Library/Receipts.off, does it still say upgrade? It shouldn't.

Hello,
How does the Apple installer go about deciding whether it is
upgrading an existing installation or installing a new one?
I am having trouble on one test machine where the installer says it
is doing an upgrade but on which I have deleted everything that I
install including the file in receipts. There is no problem on the
other test machines. Only difference with this machine is that the OS
X is installed on an external firewire drive.
Regards,
Ryan
