What he is saying is that Apple have changed how Installer works, and
they have removed the Upgrade feature. It is unlikely Apple will
re-add this.
IMO, Apple Installer is not reliable for 3rd party use, and is
fundamentally flawed. If you need such features, then consider
using a 3rd party installer such as Installer VISE X, or a custom
made one.
