.. and none of the improvements are backported into the older OS's
which make them useless. Really, we're still stuck with at least
10.3 features.

When did you last use installers on Windows? These days, the end user
experience is pretty much the same as Apple's Installer.app, but
underneath it is flexible enough to do what it needed. Admittedly
things like InstallShield and MSI are over complicated, but there are
exceptions to this - take a look at NSIS for example.
If only someone would port NSIS to the Mac :)
