I think the problem is that its the default behavior of mac
installer. I launched some of the .pkg files from the Xcode developer
tools installation CD. I found that the Maximize button was
disabled.
One more thing is that the if you build a .mpkg file from
PackageMaker 3.0 in Leopard( 10.5.2 ), the Maximize button is enabled
even if background image is set. And its only for .mpkg files, not
for .pkg files.
After these observations from my R&D, I came to the conclusion
that, .pkg files built with PackageMaker 2.1.1 in Mac OS 10.4.11 has
its Maximize button disabled.
Inputs on this issue and the observations are highly appreciated.

I have to ask: What is the advantage of maximizing the installer
window?
I'm having trouble understanding why that would be a requirement.
Unless
it's one of those "That's the way it works on Windows" things from
management. In which case I understand.
And, yes, I know this doesn't help you at all, but I'm curious in case
I'm missing something interesting I could do with the installer.
Some potential cases:
- seeing big ReadMe or License document without requiring to much
scrolling
- seeing the complete name of packages in the customization mode when
names are long
