Look for the prior postings titled "PackageMaker & Custom Folder
Icons" dated March 26 to March 30, 2008.
I had the same problem. Since I'm a novice, I spent lots of time
going down rabbit trails. My final posting to the thread of the above
subject was an effort to explain what seemed to be the conditions
that caused it for me.
For me, it seems that Leopard's PackageMaker fails to work for custom
icons for any folder at the root of the source for the package. The
"Include root in package" option gets the root folder, but not the
root folder's icon. But folders nested within that root did seem to
preserve custom icons.
At least this was my experience.
